Does the IVA test look at the general construction of the car

Absolutely. It will ensure the car is ‘fit for purpose’, looking at general construction, ie all welds in the chassis are sufficient (ie no cracks) that the main structural element (ie chassis) is sufficiently strong to withstand driving forces such as acceleration, braking, cornering etc, all bolts are secure.
 
Particular attention will be given to a car not seen before by the IVA testing centre.
