Yes.
The device can be mechanical, electrical or combination or both.
It must be in addition to the ignition switch.
The device can be as simple as a battery cut off switch (where the key can be removed)
It must not operate on any part of the braking system
It cannot be activated while the engine is running.
It does not allow the engine to be started before the device has been deactivated
It has an actuation, which is a distinct and separate function from that of stopping the
engine.
The device must be operational at time of IVA test.
