I left mine as it was. It doesn't affect the integrity of the seatbelt mounting as the strain is all taken by the propshaft tunnel.
From previous experience it can be useful to have a drain hole - although I am not sure if Marlin intended it that way, or it needs to be that big. I once got caught in a cloudburst on the A1 in my Dutton - which had a fibreglass moulding for the floor (those were the days). Within a few minutes I was sitting in a tub of cold rainwater - I had to literally bail it out!
