The rear outriggers...surely an MOT tester might consider them dangerous. But at least they look really good...
Its exempt as of 2 days ago anyway ..but agreed , its a strange thing to leave them like that ..

I thought it could only be declared exempt if not 'substantially changed' in the last 30 years.

Yep, needs declaring as a radically altered vehicle and won't be MOT exempt. Car has good and bad points -
Good = nice registration number, good colour, will still be tax exempt and has some nice detailing.
Bad = unsuitable seats, nasty rear spats, rear chassis protrusion (maybe left on for the old DVLA inspection?) and that luggage rack would have to go (they just don't look right on a 'racing' car to me).
Overall I'd say that the bad points are all relatively easy to put right, and it could be a cheap way for someone to end up with a nicely finished car.
The real sticking point for a new owner could be the re-reg process though. I'd want to see a file of photographs of the car before and during the build plus a signed declaration detailing the alterations made from the builder included in the sale.

DVLA will only require one photo of car before , one picture of car after , both preferably three quarter views showing the number plate but not compulsory ..a receipt for the new bodyshell and a declaration by the current owner stating that it is a re-body . There is a section on the form for you to declare a third party built the car ...currently no inspections on re-bodies are being carried out so its a good time to change the details ...
I don't understand why the builder hasn't done it though ..its easy , free and in our current climate of V5c issues , new regs etc. having not done it will put a lot of people off ...

It's based on a 13/60 Triumph Herald and the motor looks standard.
The way I'v understood it 13/60 is 13 =1300cc and 60 = 60BHP.
It's old brother was the 12/50, 12=1200cc and 50 =50BHP.
I could be wrong!

I think that depends on whether the outriggers on the Herald are defined as part of the chassis.
The MOT exemption declaration form is here:

And the components covered do not include the body shell.
My car has the Spitfire chassis, which is different to the Herald, so I expect to become VHI when my car qualifies in 2021.
