IMPORTANT *** DVLA News just in

10 Sep 2013, 10:31am
Gents,

We've just been to our local DVLA office in Preston and, as is customary, we asked about the future of the 'Rebody Checks' our kits go through. As it happens, they have, just last Friday, received a communication that clarifies the position so I thought it a good idea to let you all know as soon as possible:

As of October 1st, the rebody checks will, for a period of 6 Months, be handled by VOSA at the offices that currently do VIC checks (That's not all offices so check out your nearest office using this link:
https://www.gov.uk/vehicle-identity-check-site)

There will continue to be no charge for the check as it is funded by the previous increase in rates for initial registration. You will initially apply via Swansea for an appointment, submitting your V5 and the Form V627/1. On receipt, they will send you a phone number to make your appointment where the check will be carried out in the usual way.

Note I mentioned that this was for a 6 Month period. During this time, DVLA will be putting the process out to tender where, along with VOSA, private companies will be invited to submit their qualifications and a decision based on suitability will be made. Knowing DVLA at present, I would expect this 6 Month period to be extended.

So there we are. It's still a little 'Wooly' but we have another opportunity to quiz our guy on another check in a week or two (Before the end of September) so if we hear more, I'll post it here first.

inspections

Andy, can you clarify when we can get the car inspected?

Does the new body need to be bonded to the frame?
Does the body need to be bolted to the chasis?
Do we require seats, and belts?
Do we require lights?
Does the engine have to start?
Do doors have to open and close etc?
Does the bonnet and boot need to latch?
Must it have a steering wheel?

Finally, can we add extra rails to the chasis for seat mountings?

Thanks

HM

Hi HM, As far as we can make out, inspections can be done at your ocal DVLA until 1st October and from then on the new system kicks in. It's yet to be seen how the VOSA chaps carry out their inspection but the Preston DVLA has a realistic view that only requires the new body to be bonded on. No seats, belts, electrical systems, doors or steering have been needed up to now. The one we took today had only a body bolted to the chassis and the inspection was as simple as the DVLA inspector checking engine and VIN numbers against the V5 and a brief look over the rest of the rolling chassis looking for obvious modifications away from the 'norm'

As far as extra rails are concerned, the rules allow 'minor modifications' like bracketry but the fewer the better to ensure a 'pass' I would have thought.

Thanks

Thanks Andy,
I will try to my G46 down to the local VOSA station, (Berwick 10 miles away) after the 1st October as the nearest DVLA office is 60 miles away.
I might start by seeing if they do visits to make my life easier.
Cheers

Did you go any further with the vehicle check? Have been looking at this over the weekend and referring back to old threads and will attempt to talk to some officials tomorrow to see about this transitional period.

Andyp57

Do you have any further info other than helpfully listed above

Son is home at moment and we have done a little work on the G46 will get him to up load some photos soon

Chairman,
I am waiting till after the 1st October so I can use the local VOSA station.
I have the form ready, and need to bond the body to the old floorpan.
It is still useful being able to take the top off and get to those unfinished parts.
I am still fabricating the door lock and aligninging the hinges!
I suspose i can do a temp bonding and unbonding after inspection.
I will let you know when i get a date.

Thanks HM when you say you have the form ready do you mean the V627/1

I have to date spent countless hours and hours making the door hinge alignment work so I know how you feel.

I will ring VOSA over the next few days to see how the land lies, i did down load their VIC 1 form I hope they do not need that as it states "all cars must be driven under their own power"

Hey ho

Well, several weeks ago I filled out the relivent paperwork and went to my local DVLA office.
They checked my paperwork but I was told they where no longer doing any more inspection and the paperwork would be sent to DVLA Sawansea to be "prossesed" :faint2:
I expected the worst but I recived a letter wanting details and photos.
I sent photos of the car before, during and after the build (8 in total), with a brief statment of how the "conversion" was carried out.
Two weeks later I recived a V5 :icon_mrgreen:

The new V5 reads RELIANT SAMMIO RIBBLE, body type SPORTS  But hey, it's still a V5
11 Oct 2013, 4:07pm
Wow, this has always been the bit i was dredding... thats much easier.
11 Oct 2013, 4:21pm
Double "Wow". It would seem that cost-cutting might, for the first time, actually benefit a minority group..........strange chaps that live in caves and who smell of epoxy resin.
11 Oct 2013, 5:43pm
I am still pinching myself :becky:
I thought it would be a nightmare but !!!
It will be interesting to see what happen to another builder when they do the same but if this is the future then yes please :thumb: :thumb:

The only worrying bit is I took my paperwork to the local DVLA office, where it was checked along with my ID and insurance before it was sent to DVLA Swansea. But with the local office due to close over the next few weeks what happens then.

"Wow" +3

I'm sure I would be able to find a few photos and words to cover my build. :icon_wink:

But jokes aside, that would save both time and money (hiring a trailer, diesel, etc.),

Thanks for the update Micky.

This might be the way they are going as when a lorry changes from say a tipper to a tanker there is part of the form that require photos from front, back, and side and must include the registration number.

All the VIC did was to confirm the original part are used and lets face it what better evidence that the build uses it's original parts than photos.

I will add DVLA did not return the photos or the original (requested) receipt. I wonder if the G-46 photos are stuck on there office wall

I have to admit that registering my new project correctly is one of the things that worrys me most. I went to my local tax office yesterday to speak to someone while you still can , they are closing next week. I spoke to the old vehicle inspector who is very familier with the sammio etc. as my local office is Bournemouth. he said that Swansea have changed things recently and they are centering everything from Swansea from now on and the different ways that things were done at different offices will now all be done the same. You can no longer get the make changed to Ribble , Miglia whatever , it has to stay as Triumph. You can change the model to Ribble Navigator or whatever. So if I was registering my car now it will come back as Triumph Ribble Navigator or something like that.

That's alright. I might have Triumph - Spirit of Italy... or Spirito d'Italia

If That's true it's going to cause some trouble :eusa_think:
Triumph Ribble, Citroen Lomax, BMW Falcon, Jaguar Cobra, Ford Westfield, Mazda Rev, :target: .
I am sure the main car manufactores will soon put a stop to that as they did before :ban:

On a lighter side, I was told a similar story a while ago but I still registered my hot rod as a "HILLBILLY" even the tax disc said "HILLBILLY"
Oh well DVLA cocking-it-up again

The Shadow - Thanks for your extra research on this.
Contacting my local office / DVLA is still on my long list of things to do.

Micky - Obviously I'm no expert, but I think the difference between the Sammio/Ribble/Miglia & the others you listed is IVA.
Our kits are classed as re-bodying an existing car, whereas, the others are creating a new car from "bits".

Either way, I will keep following this thread as it is very helpful.
If this is just a temporary arrangement then I need to get a move on!

Cheers, Paul. :)

PS
Like the "Hillbilly" story, perhaps I could have a Banjo 1500. :icon_wink:
18 Oct 2013, 2:52pm
The argument given yesterday was that because the underpinnings are still triumph DVLA feel the need to keep triumph on the logbook. only changing the model name as it no longer applys. I phoned DVLA today and spoke to someone , no idea who , they told me the same. from a foriegn point of view this may help the countrys where keeping the manufacturers name makes life a bit easier.

Nice one!

We want to register ours as a Charmarati or a charmarini and seeing what Hillbilly got away with that might just be possible. Sammio and Ribble (with due respect to Ribble who have turned the former spyder into a quality product ) but neither have any relevance to our project, however I would not mind if it were just registered as a "Reliant Special"
18 Oct 2013, 6:16pm
I forgot to say I deal a lot with 2CV powered kit conversion, most of which go to France, surprise, surprise.:yo:
I am told there is a lot of problems trying to register one of my conversion in France if it says "Citroen" in the title ie; "Citroen Roadster" or "Citroen Sportster".
The French (and I believe the German) system will not accept the model as a Citroen because Citroen do not make or produce it. Because it's not on the system the owner can't register it. :icon_sad:

THE COMPUTER SAYS NO !!!!!!:mad2:

I now register my conversions as a "Replica Roadster or "Replica Sportster" and this seems to get through.

If this "main dealer" title is here to stay then the exports of kit car will be affected.:eusa_think:

Maybe we should go back to the old ways when the V5's read "re-bodied Triumph" or "Triumph Sports", the V5 for my re-worked Navigator reads "Triumph Coupe"
